1. 技术交易双方通过省技术产权交易市场线上平台发布供需信息，参加“专利（成果）拍卖季”或“J-TOP创新挑战季”两个揭榜挂帅品牌活动。

2. 技术交易双方于2020年1月1日以后签订责权利明确的技术合同，在“江苏省技术合同认定登记系统”完成登记（关联交易除外）。

3. 技术合同执行期不少于1年，合同成交额达20万元及以上。技术合同签订的当年度，技术吸纳方实际支付金额不少于5万元。

4. 技术吸纳方须为江苏境内注册的企业。
